  • This application is for developers seeking to open their first brand new community school. Please review the challenged district list, call for new schools, cover letter, timeline, and attachment list before beginning this application. Please note that all file uploads are required to be in PDF format and titled according to their attachment number. You also have the option to "copy and paste" text from a document into a text box. At the bottom of the Application, there is a Save and Continue Later option for your convenience. Please see the New School Application Rubric for specific information on scoring for each question.

  • Applicants that can convincingly make the case of a high need area in one of these challenged districts and score within 10% of the threshold of eligible points will automatically be granted an interview. *See Challenged District list on Application Page of this website. This section will be scored on the following criteria: 1. located in a large urban district; 2. high levels of student mobility; 3. high percentage of students ages 5-17 in poverty based on most recent census; 4. high percentage of students eligible for medicaid; 5. at least 90% of students eligible for free and reduced lunch; 6. high need special assistance or support students; 7. high minority neighborhood; 8. high percentage of students behind grade level; 9. high percentage of students that have left school before receiving diploma; 10. large concentration of immigrant children. Six out of ten criteria must be met to receive a score of "Meets Expectations", 1-5 criteria receives a "Partially Meets" and not meeting any of this criteria receives a "Does Not Meet:".   • Development Team

    This section focuses on the development team for the proposed school. The development team plays a critical role in ensuring that there is a wide range of support and expertise to get the school started. This section will be scored on the following criteria (based on the bios/resumes uploaded below): 1.) team consists of several individuals with diverse skills; 2.) provided evidence showing the team members have expertise in at least three (3) of the following areas: business, education, finance, technology and governance.

  • Governance

    The governing authority formally plays a vital role in the school’s success and future existence. The governing authority sets policies, establishes the budget and is the fiduciary agent for the community school. The governing authority is responsible for compliance with the community school contract and applicable local, state and federal laws. The governing authority of the community school will be the responsible entity and contracting party for any community school contract. Ohio Revised Code requires no fewer than five (5) members. Under Ohio Revised Code Section 3314.036, the governing authority must employ legal counsel who is independent from the school’s sponsor or the operator with which the school has contracted for any services related to the negotiation of the school’s contract with the sponsor or the school’s contract with the operator.

  • Describe the management organization’s accountability to the governing authority and governing authority's plan to monitor, measure and evaluate the management organization’s performance. To receive a "Meets Expectations" on this section, a clear and detailed accountability plan must be provided.
  • Describe the current business plan of the management organization including a formal statement of business goals, reasons they are attainable and plans for reaching them. Include how many schools the organization intends to open over the next 1-5 years. To receive a "Meets Expectations" in this section, all of the requested information must be included.
  • Summarize and provide data evidencing the management organization’s experience in starting a school. Note: You may provide the information in the text box and/or upload a file.   • Demographics and Market Research

    This section focuses on the demographics and marketing research of the proposed school.
  • Describe the target student population that the school will serve and their unique needs. Describe the characteristics of the community from which the school’s students will be drawn; such as race, students with disabilities, student mobility, economically disadvantaged, limited English proficient and migrant status. To receive a "Meets" in this section, a comprehensive description of population and characteristics must be provided.
  • Provide evidence of data collection and analysis in the following areas: real estate market (rental property, insurance rates, property taxes), availability of transportation (such as bus lines), enrollment fluctuation in surrounding schools, job growth, number and age range of students in the surrounding area of the proposed facility, and crime rates. To receive a "Meets" in this section, data and analysis on the six listed areas must be provided. Note: You may provide the information in the text box and/or upload a file.
